Plans and Services Programs

Kent County OCC is funding twenty-one programs which accept referrals from Circuit Court Probation and Pretrial Services during FY 2013. These programs provide a wide range of treatment services which include community service supervision, substance abuse treatment, and anger management classes.

Case Management

Arbor Circle staff provide case management to high risk and need felony offenders residing in the Reentry Pod at the Kent County Correctional Facility. Eligible offenders must have received a split probation/jail disposition for their felony offense. Case managers assist the offender in making connections to such things as stable housing, substance abuse treatment, education, job training and placement and mental health services. Case management services begin while the offender is incarcerated and continue for up to six months following release.

Network 180 staff will be providing a level of care screening for referred male and female sentenced felony offenders sentenced to probation with identified and/or suspected abuse disorders. The screenings will assist the probation officers in determining the level of substance abuse treatment the offender should receive.

The Community Service program provides screening, assessment, placement and monitoring of sentenced male and female felony offenders sentenced to perform a specified number of work hours with non-profit organizations throughout the county.

The Work Crew program provides screening, assessment, placement and monitoring of sentenced male and female felony offenders who are ordered by the 17th Circuit Court to complete a specific number of work crew hours. The work is labor intensive and performed in a group setting under close supervision and therefore considered a more serious sentence than community service.

The Drug Court Program provides assessment, case management, alcohol testing, and individualized treatment programming to assist eligible OUIL III offenders overcome their addictions to alcohol. This 12 – 18 month program is designed for offenders who need a structured intensive program and have a willingness to receive treatment in order to avoid a lengthy jail sentence.

This program provides Cognitive Behavioral Treatment (CBT) to sentenced male felony offenders enrolled in the Alternative Directions Probation Residential Program to aid them in changing their thinking and decision making processes and assist them in developing appropriate life choices to avoid future criminal activity.

This program provides GED preparation and testing services to male and female inmates who are serving time at the Kent County Correctional Facility and who lack a high school diploma. Services are provided at no cost to enrolled offenders.

Jubilee Jobs provides vocational training, job placement and retention services, case management, and gender specific life skills training to pretrial and sentenced male and female felony offenders in Kent County in an effort to break the barriers offenders have to employment.

Sentenced male and female felony offenders who are currently serving a probation sentence and require a more intensive level of supervision can be referred to the Day Reporting Program. Additionally, offenders may receive employment skills training, assistance finding employment, and cognitive behavioral treatment aimed at changing the offender’s criminal thinking.

The Anger Management Program provides cognitive behavioral based group counseling to sentenced male and female offenders with anger management problems. The program helps the offender identify anger management issues and learn anger management skills and alternatives to anger.

Sex Offender Treatment

This is an evidenced based treatment program for felony offenders serving a term of probation for a Criminal Sexual Conduct offense or other offense that is sexual in nature. Following both a psychosocial and risk assessment, most offenders will be required to participate in weekly 90 minute gender specific group sessions that are based in cognitive behavioral treatment. Individual therapy and family counseling is also available. Program length varies based on the individual but usually lasts 9 – 12 months.

Homeward Bound provides evidenced based treatment to offenders convicted of a Criminal Sexual Conduct offense or similar sexual behavior problem. Each offender will receive both a risk and psychosocial assessment to craft an individual treatment plan. Treatment usually consists of group sessions but individual therapy, family therapy and couples counseling is available as needed. Additional services such as polygraph exams and ABLE assessments are also available.

Regular Pretrial Supervision

Regular Pretrial Supervision provides assessment, referral and monitoring services, including drug testing, for male and female pretrial offenders who are released from the Kent County Correctional Facility on a conditional bond. Offenders may be referred for substance abuse or mental health assessment and treatment if needed.

Maximum Pretrial Supervision provides the same type of services that the Regular Pretrial Supervision Program does save for the type of supervision that is provided. Pretrial offenders under maximum pretrial supervision are required to wear an electronic tether which provides for 24 hour monitoring of these offenders along with meeting with their case worker several times a week in either telephone or face-to-face meetings.

Arbor Circle provides substance abuse programming for male and female offenders housed within the Kent County Community Reentry Center. Treatment focuses on changing the offender’s cognitive and behavioral patterns to break the cycle of addiction and prepare the offender for relapse prevention programming once they have been released. Gender specific groups meet twice per week for 50 minutes each for a total of four weeks.

Catholic Charities West Michigan (CCWM) provides outpatient substance abuse treatmetn to sentenced felony offenders and probation violators. Following an assessment offenders are placed in a group according to their needs with groups meeting an average of 8 to 15 sessions. CCWM utilizes a curriculum tailored toward the criminally minded substance abusing offender that is grounded in Cognitive Behavioral Techiniques, Motivational Interviewing, and Cognitive Restructuring.

This program provides assessment and Cognitive Behavioral Treatment (CBT) to address both the criminality and the substance abuse dependency of the sentenced male and female felony offender. A variety of groups are available to address the offender’s individual needs. The offender will learn to make the connection between their substance use and their criminal behavior. They will learn a variety of cognitive and behavioral skills to avoid both future substance use and criminal activity.

This program provides funding for substance abuse treatment services for offenders that are enrolled in the Pine Rest Men’s Residential Treatment Program. During the course of the NonCore program the offender will learn: to accept responsibility for recovery, the stages of change, cognitive and behavioral thinking patterns and coping skills, and relapse prevention skills.
